How would I go about transferring a GIF file from my Windows 10 computer, to my Android 11 cellphone, and sending that Gif file in a text message?

You can either connect your phone to your computer and drag and drop the file over to your phone or you can email yourself the file and then save it on your phone when you receive your file through your phone email app. You can also use an app like Google drive and save the file to Google drive and then open it up in Google drive on the phone.
