There is a standalone charger available, they might have it at the local VZW store.... But it'll set you back a $20 bill and some change.

Use adb to flash clockwork recovery then reload a rom. There's several threads on how to do that.

You can't do that if the only thing you can access is the bootloader. You need to be able to access the recovery partition to begin with before ADB will allow you access.
