JB update starting Apr 15th - Official VZW announcement

There was a separate note on the Verizon page that indicated the 4/15 date. I don't have that link handy, but I believe the OP was using that as the basis for that date.
 
There is nothing in that Verizon announcment that says it is rolling out 4-15-13.
I would be more inclined to say the soak test is probably starting 4-15-13

Verizon wireless also tweeted it on twitter Fri as well that it rolls out in phases starting April 15th
 
Well it says the 15th in the other link you posted, but when they said rolling out in phases, they mean the first phase is the soak test. Verizon updates are never accurate & Motorola is running the soak test not Verizon.
The soak test has not been done yet and is scheduled. The soak test is going to happen. They never have and probably never will release a major upgrade without doing a soak test first.
It is just like every other software update. Soak testers & a few incidental people will get it and than the general roll out will start a week or so after the soak testers, if there are no major issues reported back from the soak testers.
I have been a soak tester on every update since Cupcake, this is how it will be going down regardless of what the Verizon update said. You will see !!!!

Well I can tell you this I too have been a part of several soak test and I also have a droid 4 and was in soak test for that and we got soak test for 36 hours and then it started rolling out to everyone 36 hours after soak began. ICS soak test lasted 1 day on droid 4 and after that you could pull it. Soak test have changed a lot since Google took over last August so don't get to confident there's no telling how long soak test will be.

I can say with utmost confidence, it is not rolling out to the general public on the 15th. Only a select few, who are not in the soak test may get it when the soak test starts.
I predict a soak test of 5 days and if we are lucky, they will start rolling it out to the general public on Monday the 22nd.

While you're probably right, looking at DROID BIONIC Jelly Bean - Android 4.1 Jelly Bean

UPDATE - Friday, April 12: The DROID BIONIC by Motorola will soon be upgraded to Android 4.1, Jelly Bean. The software upgrade will be pushed to customers in phases starting April 15.

It says "Customers" not "Testers"

Even if it does say that, do you know in the past if Verizon has made an announcement like that before the soak test has been completed? I thought it was announced when it was officially ready to roll out.
 
Testers are customers.
The ICS soak test was longer than 24 hrs and it was about 10 days before it was rolled out to the general public in phases.
Believe what you want, it will be clear shortly.
 
If you are rooted and have unlimited data, you may want to sit back and wait it out a bit. This is strictly conjecture I saw posted elsewhere. No reason to rush into something. I'm waiting for the pros to confirm what is going on before considering update. Just a FYI.
