The battery doctor in kit kat showing that android have apps in ram memory?
This is true that Android 4.3 was stopped because its have very suspends?

More info would be nice, like for starters the phone you are referring to. I am unaware of KitKat releases being halted and the apps are supposed to run in RAM so as I said, more info please!

Yes kit kat is less dependent on ram which is why technically it could run on older devices. Right now one of the issues with kit kay (which seems to have been fixed in 4.2.2) was that google services was waking the device and causing a battery drain.
