Yes, it can be. The closer to the lake and the more light you have on your house the more you get. It's also believed that a large number of them is a signal of a healthy lake Erie, so it's a good thing, although annoying for the short time they're here.

We used to get mayflies in Detroit, it was a nightmare. Like walking on popcorn. Made driving hazardous too. Been decades since I've seen them.
 
In New England we get cicadas every 10 years or so and they're big like waterbugs and they crunch when you step on them and that's pretty gross. I'm not bug phobic, but my daughters both freak our when that happens

We had the Cicadas last year, if you lived near a wooded area it was an endless harmony of Cicadas leg scratching.
