MMS trouble - cannot receive/send

I have not been able to send/receive mms for at least the past month... even with restoring from a nanoid backup.
Been rooted and using handscent for 3 months...

I thought it could be Handcent... so I uninstalled it and rebooted.
I have researched pretty thoroughly
- my mobile connection is on
- wifi is off
- my mms' are shrunk and have have captions.

When I try to download a mms it fails.
When I try to send an mms it just sits there...

I am clueless on what to do. I would like to get to the bottom of this, and not just be told "you need to reset your phone"

So I even put a whole new ROM on (UD)... SAME ISSUE!
