Mobile Data Wonky

I am so irritated. I have recently gone from an iPhone to this OnePlus 7 Pro on T-Mobile.
My push notifications only work on wifi....as soon as I switch it to mobile data, I get nothing. Then as soon as I turn on wifi again, they all pop up.
I have looked online in forums and google.
Any suggestions?

It sounds like a data saver toggle has been flipped at some point.

Is the phone configured correctly for T Mobile data access? Is T Mobile one of those carriers that you have to manually configure the APN settings?
