From a buddy of mine who is a soak tester & this is straight from their site...going from 173 to 181 version it looks like.

I'm glad I thought it was too good to be true.... now my feelers aren't hurt as bad..... excuse me while I go cry. :( ,seriously though... people are gonna be torqued off.

Just because the change log does not mention ICS or 4.3 does not mean that it is not. The system version we are on now is 6.12.173... no mention of 2.3.6 or Gingerbread in the system version number.

Well, if it included a whole new OS version, which brings along with it a lot of major changes, one would think that it would list those in the change log since they're vastly more important than what is listed. Plus, the version number isn't much different than the current one, but it does come before the leaked ICS version number. If the leaked version is a still a work in progress (and it must be or else they'd be releasing it), then an official ICS release would have a version number that comes after the leaked version number.
 
Yes but everytime the GB version changed the last 3 digits of that number would update to a newer version, if ICS is the update, one of the first 2 digits will change or the numbering system will change all together

Not being pessimistic, just realistic. Yes, it can do everything on that changelog, but with a major software change, it will mention UI changes, which it doesn't in this release. Sorry to burst the preverbal the ice cream bubble...

yeah.....if it was ICS it would have way more in the release notes/change log....I just dont think it going to happen

Man i hope this is ics. I dont think I can stand 2 or 3 more months of people trying to figure out when this thing is coming out and what every app update means.
