Is anyone aware of any nintendo 64 emulator in development?

This will be pretty difficult to do. N64 emulators require a lot of horsepower, I think n64 emulation is best saved for high performance PCs, for now anyway. Project 64 is will work on any windows systems though, so you can try it on your droid. You can download it here.

Not being a Windows system, the Droid will not be able to run it.

Since Project64 runs well on quite old Windows PCs, I don't see why this couldn't be somewhat feasible on current Android devices.
