No efs data. Please Help

The EFS location has no data at all. With it having no data, I get a black semi-transparent box that pops up with yellow lettering in it. Is there a way to restore this EFS Data? No I didn't make a back up.

I am on 4.3. WIth out the EFS data, you aren't suppose to have your IMEI data or soemthing, but my IMEI number is in my about phone information and my sorta works fine.


Here is what I have done to try and fix this issue
Reflash with odin
reflash with keis
factory reset through operating system
factory reset through recovery
reflash with odin using pit file as well

n/m. I tried mounting the efs partition which i think worked. There was actually a folder in there called lost and found but no data in that folder. either way, more than before. well. after i shut it down to reboot it, it wouldn't turn back on. it is a toasty paperweight now.

SOOOOOO...... Does anyone have any suggestions for a phone that wont even turn on?

Install one of invisablek's rooted stock ROM's and reprovision the device.
