Not recieving calls at times

So I'm running ultimate droid 7.8 and I've also updated my baseband. Now sometimes my phone won't ring when a call comes in. Like my girlfriend just told me she called twice and the phone didn't even ring. And this has happened before. Now service in my house is pretty bad. However, another problem I have is that right now my phone is showing 3 bars. However, if I place a call, all of the bars disappear. What the hell is going on?

Not sure but if you want I think a factory reset should do the trick
