phone wont charge if powered off and plugged into usb

Normaly it will charge fine on usb while turned on....it isn't overclocked......all I can figure is after I plugged out in last night it powered off somehow.......ill mess with it a couple more days and see what happened......maybe my battery reading at 40% was not accurate....i had been flashing roms last night
