OK, so let's back up and regroup. We know you can get to the boot selection menu, but without a signed ROM, you can't flash from SD Card.
So let's try the old-fashioned way...RSD Lite. It's not as easy of a process and as simple of an interface as the RAZR utility, but it does the same thing.

- Download and install RSD Lite 5.6.
- Download and install the latest Motorola USB drivers.
- Download these fastboot files (6.12.173).
- Connect your phone to your PC via USB.
To get completely back to stock, you will have to preform a factory reset after flashing.
- Power off your phone.
- Power your phone on while holding the volume up, down and power buttons at the same time.
- Using the volume down button, hover over "AP Fastboot", use volume up to select.
- Open RSD Lite, press the "..." button at the top, navigate to the folder where you saved the Fastboot zip file and select it.
- Select "uncompress and start flashing".
