It is called power toggles and you can turn on the accessibility service to keep them at the top

Sorry about google now. However i will post the link of google now tomorrow. Please note for it to fully work you need 30mb of free space on /system. And yes aokp is deved by hashcode. Go to rom b i t c h.com or hashcodeof's blog
