the best bet is to
1.root your phone.
2.install root explorer.
3.copy the needed files to your sd card(apk, odex)
4.navigate to /system/app with root explorer
5.change the folder to rw from ro
6.copy the odex and apk from your sdcard to /system/app
7.change premissons of odex and apk to rw-r-r
8.change the folder back to ro
9.reboot


I was freezing some apps with Titanium shortly after I got my hands on my Droid 4 back in February and I had just woken up and my eyes were quite up to snuff and I ended up deleting my Browser! I tried all sorts of things to bring it back and nothing worked.. I thought I would have to hold out for a sbf. However, I downloaded your files and pulled Browser.apk and Browser.odex and followed the above instructions and my Browser is back!
