Yeah. I have it checked in properties and I've tried doing it by just running as admin by right clicking the .exe

Try a different USB port. Or if all else fails I have another way to root using ADB shell instead of RSD Lite, however it might look even more intimidating. It's very syntax specific. It's at my site, here in the Rescue Squad guide section, and a variant is over at Droid Life.
