Semi-Monthly Budget App

Can someone build or modify an existing app that will allow me to build a budget for a semi-monthly salary? I have seen many good apps but they only allow for a monthly or weekly budget. Of course, bi-weekly budgets won't work either. Having this additional option would be awesome.

Oddly, I have the same problem. Part of the reason I chose Android over iThingy is the ability to (relatively cheaply) develop Android apps, and one of the first things I want to take a stab at is a budget app. I'm still very low on the Android app development learning curve, though, so I don't expect to have anything available any time soon. :/
