I don't understand the problem -
If the crop line border can be moved to the preferred spot - then hit DONE - Cropped view is now home screen - or lock screen -
Does it not work as the new home screen wallpaper?
With your active apps on it?
And now this screen is locked to not move to view pages of apps 2-3-4?
Apparently solved - but still confusing.
That is the problem: I don't want the wallpaper cropped. I want maximum display of the image and for it to the scrollable. Not sure I can explain it better.
