How are you trying to access the battery stats? You either need to be in recovery and go to advanced and then wipe battery stats or you to have a root manager of some type

And yes its because its still in developement

No its in the Spare parts app. Battery history I think.

Go into recovery like you would flashing a ROM go to advanced the wipe battery stats and select and wipe and then reboot
