Currently there is no way to do a "not" condition. This is a popular request, I have it on my list.

Smart Actions is a new product along with a new UI, our team felt the best way was to directly talk with our users to get past the initial learning curve. At the same time we also understand whats good and whats bad; and you guys get to suggest the stuff you'd want in the app.

Smart Actions doesn't care for GPS so much, that uses too much juice. Cell tower is free but can be wildly inaccurate and this makes people unhappy. Our team is all about battery saving, so we've chosen wi-fi as our happy balance. The newer chips in Moto phones sip from the wi-fi bucket so it's not as bad as it used to be. Wi-fi is not a perfect solution for everyone and we're listening to the feedback.
