How do I set text tones for individual contacts incoming text messages?

I don't believe you can without an additional app. I personally use Handcent which gives options to do just what you've requested though.

Try SMS PopUp, I personally like the stalk text application and sms popup lets you set contact tone alerts as well as led notification colors. No matter which you use, chomp, handcent or sms popup be sure to turn off the system notifications in the text messaging settings or you will get repeat notifications - very annoying.
