Yeah, I really don't think they'll do that. To my knowledge, at least over the last few years, seems every action (no matter how seemingly insignificant) has been pre-announced along with the date it becomes effective.

It's not like they'll get a major crush of sign-ups/upgrades even if they announce with a week ahead of time. Reality is the vast majority of users don't come close to 2 gigs a month. On top of that, there is absolutely nothing to stop them from going to tiered plans with no grandfathering.
