Why does flash work on youtube but no where else?

I know adobe is supposedly releasing a flash update that will work on our phones sometime next year but I don't understand why it's needed? I can watch youtube videos on the phone and they are flash, so why can't I watch flash videos on other websites?

When you click on a youtube video it just brings you to the youtube app, your not using flash.
