why does my old apps/wallpaper keep coming back?

Hi

everytime I load a new rom ( and do a complete wipe ) my old wallpaper and apps keep coming back automatically.
It downloads EVERYTHING in the background and slows down the phone like hell for about 30 minutes..

any way to disable this?
I looked everywhere.
