Why no gb roms? Plz explain!

It just feels like things were moved too quickly this time around. Don't get me wrong ics is nice but wat does ics do that gb can't do? It just seems like its a new overall change in appearance to me. And like I said 2 gb based roms and that's about all the bionic got. Every rom after was ics based and none of them are god enough to be daily drivers yet. Miui for instance should have started on gb but due to the locked boot loader it wasn't possible. So instead they pushed dev on miui4eva. And who had access to miui4eva besides the devs and a few others ?
