Should I wipe data and cache before restoring a backup of a differnt ROM?

no you should be fine without it. at least i never wipe.

Wiping cache never hurts anything.

My phone wont boot back ups unless I do wipe, o don't know why, but that's ok, I rarely have problems with my phone
