Ummmm Google voice isn't included in my ROM. I'd delete that apk and try again

I can't seem to find the USB debugging options? I have tried apps and searching through droid concepts settings.

Edited: the ROM is dropping the data connection a lot. Any ideas? Would alogcat help?
