I feel you... But I have no solutions. I posted a photo of what my SQLite was doing in another thread.
Doing research on how to workaround it.

I'm new to root but with the help of someone in the main droid 4 forum I was able to get the Wi-Fi working. I know it wasn't what you wanted but it could be a band- aid until you find out what you really want.

droid 4 jelly bean hotspot (verizon) Solved

I got it. Some versions won't play right. This is what u do so u can use any WiFi hotspot app.
first download aptoide...can't go into detail here.
get the SQL editor lite version 2.0.1.
download it.
go to com.motorola.android.providers.settings look for a wrench
click it
go to line 79 i think.
look for entitlements, set 1 to 0
reboot then try it. Report back if you have a issue.
hit the like I button if i helped you.
enjoy!!!

I am very nervous about the "entitlement check" hack. I am not willing to do anything that could jeopardize my Unlimited Data.

Troubleshooting

Let's see....
I'm assuming you went through the whole JB OTA update?
that's what I did. I had root, updated OTA JB, phone kicks back on.
Still rooted. Woot woot. But...it was over heating, acting choppy so I was instructed to restart phone, hard reset ( where you get the triangle and you have to hold the volume keys). Delete cache/ information.
restart.
So now it acts like a new phone. I lost root. And I didn't read instructions, since you could temp unroot, save root, update, re-root.
So I used the Droid Razr utility to re-root. works like a charm.
Onto SQlite editor. I all ready had it in the system...
open sqllite and scroll down to settings an storage (you want the one with the hammer and wrench not the one with the gear icon)
select it
select settings.db
settings
scroll down until you find entitlement check, it should be around value 150 and then change the value in the 3rd column from 1 to 0 (long press the 1 until edit field pops up) save and then reboot
select the moblie hotspot and when you set it up, make sure you change the dhcp from 192.168.42.2 to 192.168.99.2 or it wont work.

NOTE. After JB update, my Entitlement check was around.....7x something. used to be 150, but I didn't mess around with any of that. Just look for it by name, 'entitlement check'.
You may have to restart.
Then do the whole DHCP thing. I restarted one more time just to be sure, and it seems to be working now.
I say this because I just spent 30 minutes looking up info and resolving the issue.
Let us know if this works.

all i did was sbf my phone to stock ics
accepted update for jellybean
used this tool to root..(can also be used to sbf you new jb d4)
[SCRIPT] DROID 4 Utility XT894 Jellybean -- Windows + Mac + Linux (All In One!) - xda-developers
then i did the usual sql changing entitlement check from 1 to 0
downloaded wifi teather for root users
in the setting i changed profile to bionic
enabled router fix
and i was back to tethering..

important note:
you will need to go into your phones wifi settings and turn off the setting that makes it take control when you are using your phone
as this will cause the app to crash if you try to use your phone when your tethering

Y'know, I didn't download any third party tether app, just the stock Moto hot spot , but as I Mentioned, you need to change the settings on the ip addy.

Go to this Website Aptoide Installer
Download aptoide it's a free mobile android app.
Download aptoide repos from the aptoide store.
After that download sulfite editor.* It has to be that version.
After that go into sqleditor lite wait for it to load.
Go down to the hammer and wrench under...
Com. Motorola. Android. Providers. Settings
Hit settings.Db
Settings
Go to line 79
Under entitlement check change 1 to 0 under "value"
Reboot and your done.
Now you get the real tether experience without downloading wireless tether for root users.
You won't even get that warning about 30 dollars.

Does this method require root?

Nevermind, I answered my own question. It does require root and this does work. I except instead of line 79 mines was 150. Line 79 wasn't even present.
