The problem with wifi tether is that you chose Bionic which is still gingerbread. Since there is no ics for Bionic yet. Check the generic ics and you should be able to connect.

SIGH. That's confirming something SonicJoe said. People who are restoring their system settings using TiBU after the update are having all kinds of weird freaking problems. I'm guessing your home button no workie either. Please try booting into recovery, wipe the cache, reboot, and try your wifi tethering again. I'm very interested in if this works for you. Thanks!

It sounds like what they meant was that there is no ics officially released. The wifi tether has a profile for bionic but that option is based on gingerbread. The developer of wifi tether would not have updated the app to add a profile for a phone's build that has never been officially released. The Generic ICS profile is the best chance of getting wifi tether to work on an ics leak.

What exactly do you mean, wont get past the first step? Have the latest moto drivers? Using factory cord that came with bionic? Plugged into back usb port on computer?

NON-USB 3.0, as well. It's getting stuck trying to find your device. So, boot into AP Fastboot mode, plug it into USB and let the computer find the ADB driver, reboot the phone and computer, and try again.
I know I've seen that error also and I think it was due to not having the latest drivers installed. Here's a link for the Moto-helper application, run it and let it go out and find the latest and greatest drivers and try again. Hope it helps.
It's incredibly difficult working with someone who gives so little information. "I did that didn't work" is the bane of everyone's existence trying to give help. Did what, exactly? Detail *EXACTLY* what steps you took, what driver you have loaded, are you on a USB 2.0 port, is the phone in MTP mode, is debugging enabled, etc, etc etc. MORE info is better when trying to figure out a problem than less. If the person trying to help you has to pull teeth to get any kind of useful information you're wasting their and your time.
