Make sure you unzip into C: such that the folders are like:

C:\DroidRazrUtility1.7forICS\Drivers
C:\DroidRazrUtility1.7forICS\files
C:\DroidRazrUtility1.7forICS\DroidRAZRUtility.bat

Then run the bat file. Also, if you are using a PC with USB 3.0, then switch to an older computer that has USB 2.0.

I spent 2 hours trying with an Alienware laptop and I kept getting errors in Matt's tools. Only after switching to another computer I received OK on every single line. You'll need this for Matt's utlity to work.

For me, step #1 of Matt's utility didn't work. So, I tried step #2 and that worked.

How do I put the file and make sure its on my external sd card. Do I download it via my phone or my computer?

Download it via computer and then mount your phone in "Mass Storage" mode to place into your SD drive root folder.

If you can no longer boot your phone, you'll need to find an adapter to plug the micro sd card directly to your computer. I don't think you can do it through the phone anymore.

If you are in FASTBOOT and you plug your computer into the USB port, does the phone change to say "USB Connected"? You may need to try another computer. If you do, install the DRIVER from the Drivers directory FIRST... After it is done installing, then connect your phone.
 
im currently charging my bricked phone to try again. i gave up and went to sleep couldn't get phone to power on because it died. i pulled the back up.hooked up hardwire to phone batter after pulling the back off. which was surprisingly easy. and it powered on but battery status is battery low so im charging it for about 30 mins and then gonna try matts utility from a diff pc with matts utilities on c drive. instead of desktop.
Please make sure to install drivers,they came with the utility. I believe you can charge in fastboot mode. I used matts utility 1.7, wiped cache 2 times 2 different times and whiped data, did data reset and rebooted and did option 1, worked like a champ!
 
Sorry this is like computer/phones for dummies. I have my phone connected to my computer, I have the file downloaded on my computer, how do I mount and do this "Mass storage" you speak of sorry about the multitude of questions.

Are you able to boot back to gingerbread?
