Backgrounds are easy and don't require root or anything like that.
As far as static backgrounds go, the dimensions of your homescreen are readily available. Open PS, GIMP, or whatever your favorite image editing software is and design away, get it onto your phone, and set it as your background.
Skins/themes are effectively the same from a design perspective, implementation is slightly more involved, but there are plenty of root programs out there that will accomplish this.
Depends on what look your going for, most of the good stuff out there is achieved with themes which require root. You can still customize a lot without root so don't get discouraged.
Mine is pretty simple... Squidly, LauncherPro Plus, Icon pack, just a lame Black wallpaper... i change them a lot but generally keep them dark to try and save bat life.
Can I get the black task bar some how without rooting or using a different homescreen app? I can't seem to get a homescreen app like launcher pro to work well on my droid
