Power Controls (there are several)- is this called "free" but once downloaded, there's required agreement for monthly charge of $9.90 or something similar? How is that FREE?
How do you go about the setup for calls coming from "not a Contact'? I've tried searches without any answers. Would appreciate HELP!

Try a different free one. The one I mentioned earlier in this thread doesn't do any monthly charges.
Also, make sure to leave feedback on that app.
