Sales tax on Marketplace apps?

I went to buy my first app tonight and I noticed it computed a sales tax when I got to the checkout page. I live in Oregon, we don't have any sales tax.

Given that sales taxes vary by city/county/state, what's the logic on how the Droid Marketplace assesses sales tax?

I think it depends where the Developer lives. I'm not sure though. Some apps charge tax and some don't.
