The Verizon store puts it on your bill, Costco has you pay at pickup.
I just called and talk to a Verizon rep... she said the state taxes have to be paid up front. She did say you could trade in a phone and get a gift card which then could be used for the taxes on the new phone which is a plus.

I received an upgrade email from Verizon, and in it they said applicable taxes and the $20 new unit few would be added to bill, possibly it's different at store pickup. We know Verizon makes it up as they go along...
 
Makes sense for the store to get your taxes up front, all my phones have been ordered online... I avoid the store at all costs ;)
Even online it wants the taxes up front... I tested it the other day.

Didn't that tax billing there also get pushed to the V Bill?
I recall my wife's Apple 6 was only the cost for Sq Trade Ins...

Nope, we've always had it paid at point of sale. Originally when we launched the Edge option, if someone was going with a 2yr, they would have to pay tax on the Edge price! They pulled the Edge option for us shortly after and revamped it. Now our pickup slips show 2yr price, instant rebate of 2yr price, Edge price (remaining balance), and Edge instant rebate. All of that rung through the register generates local sales tax.
Pre-order phones are not going to have anything paid until the member takes delivery, as it is possible to cancel the order.
Our direct delivery system (basically Costco.com) has a higher taxed rate
