On your main Google Voice page http://google.com/voice on the left hand side, under the boxes and such, there may be a link to invite friends and it will tell you how many invites you have. You usually either start with 3 when you get your account, or get them within a few weeks of using your account. If you invite friends, you eventually get some more.

No apparent rhyme or reason to how quickly or how many.

If you don't want to wait just go to Ebay and buy one for $1 or 2.

For all the services you get that is nothing.

I have read that Google is VERY much against the sale of invites on eBay. I hope Google revokes the accounts of the guys who are trying to bank cash from what is Google's awesomeness!
