I shut off data too. Try to do it like ten times in a row. Turn the phone on and off

Finally got it. Took forever but I turned off mobile data, then turned on Connect to Mobile data when roaming, then turn mobile data back on. Went to service framework and force stop/clear data. Then went to Update and it started downloading.
