I would think VZW will limit hotspot/tethering, since if you need more than 10GB they want you to pay for it.
However, I'm not sure how they could actively monitor it. For most locked-down devices, it's a non-issue if people are using the VZW app or hotspot feature. But if you use a third party app or are rooted? In the latter case, I doubt they are monitoring and you'd only be subject to the 22GB threshold where they POTENTIALLY throttle you.
I'd also be curious if, internally, the threshold isn't actually 32GB (22GB data + 10GB hotspot). Even if it's just 22GB, VZW shouldn't really care since they have it in the contract they can limit you. The concern in the past was partly people abusing the service as an home broadband replacement, and those people would blow well past 22-32GB a month. But, now, unlike old UDP they can throttle and limit you.
