Yes you have to be rooted. You have to be rooted to use safe strap. You will not be able to flash any custom ROMs or add ons , like the circles widget, unless you are rooted.

Try uninstalling the stock weather.apk. I think that's what I had to do to get it working.

I've been looking for it. I have nothing that says weather... do you know what its called?

Weather apk won't install unless you are rooted.
