there is no law causing the camera to have a clicking sound fcs. Look at all the OTHER phones that came out before the droid and after the droid. They all have a feature to turn the camera sound off.

Don't say ALL. Blackberry doesn't, and some blackberry devices are downright impossible to disable.

If you're wondering, silent mode for the camera will do this, so either ringer off or vibrate.
