First of all, welcome to DF!! And to answer your question, aside from removing it there is not really a way to stop it from coming back. The Android OS runs apps in the back ground as a way to keep them in memory and ready to go, so to speak.

tried to go in and delete it from my phone via my pc and found something that is very odd. its .doodlemobile_featureviewnew
Yeah I am not sure what that is honestly. Which folder/section did you find it in?

Hello, i am very familiar with android, been using it since the droid eris, and from there went to droid 2, and now at droid 4, #TEAMANDROID, also a c.i.s. major who likes to tweak gadgets, devices, etc...decided to join droid forums b/c of popularity, and they've helped me with some of the tweakingg of my droid eris...and now we got a strong relationship
