The version of the MAXX being released in Germany is, like most GSM phones throughout Europe, released as a carrier unlocked model. That means there's no carrier getting between Motorola and the software on the phone. For the Verizon MAXX, Verizon dictates a large amount of the update in some of what's allowed along with having to approve the update before it can be released. With international unlocked versions of the MAXX, there's no carrier to get in the middle. Motorola builds the update, tests it, and sends it out (or includes it on the phone from the start).
