I want to know why Germany can get it but America has to wait

Well, if you can't appreciate a well-done joke, here's a serious answer:

The version of the MAXX being released in Germany is, like most GSM phones throughout Europe, released as a carrier unlocked model. That means there's no carrier getting between Motorola and the software on the phone. For the Verizon MAXX, Verizon dictates a large amount of the update in some of what's allowed along with having to approve the update before it can be released. With international unlocked versions of the MAXX, there's no carrier to get in the middle. Motorola builds the update, tests it, and sends it out (or includes it on the phone from the start). In the U.S., carriers get in the middle and exercise a huge amount of control over the software and any updates to the software.

I agree...

I'm just an anxious person plus I've been at work for 12 hours a day for the last 5 days and I've got nothing better to do but read forums and speculations.
 
The troublesome thing is if you read thru the recent tweets from VZWsupport, they say nothing about Q2 which ends in 12 days. They just keep saing they have no timeframe for the release. If it were truly coming in the next 12 days, they would have that timeframe and be sending out soak tests already. Glad I rooted and installed this leak as its still going to be awhile.
 
I emailed Motorola directly to see what they had to say. Here is their reply: "Dear Ryan, Thanks for reaching out to Motorola. I do apologize but we currently do not have any notifications regarding the exact release date of the Ice Cream Sandwich upgrade for the Motorola DROID RAZR MAXX but it is set to roll out this month. It will be an over the air updgrade for your phone. You will receive a notification on your RAZR when the upgrade is available for download as long as you have an active data connection on your device. I'm so sorry for the inconvenience. Please continue to check the Motorola website and forums as these will have the most up-to-date information. We will post the update and it's detail on this link: http://forums.motorola.com/pages/00add97d6c
 
That's great and all but Verizon are the ones who have the final say. Motorola can say this month all they want but if things aren't ready on Verizons end, its not happening. I don't believe Verizon had ever confirmed the Q2 timeframe so don't holds you're breath
