It may take a minute or two to connect ... it's not immediate. Your laptop or whatever you are connecting should say "connected to Droid Razr" or something similar.

Is that the old 1.8 or the newer 1.81? 1.8 had a bug in it from what I remembered. I'm coming in via Tapatalk 2, so I don't see the website unless I use my Linux box.

For this reason alone, I'm considering just paying for the mobile hotspot!

I used Susteen Datapilot Tether http://www.droidforums.net/forum/showthread.php?t=111387 before learning about FoxFi. I still keep Datapilot Tether as a backup.
