there is a folder in the Droid Razr Utility that says drivers (required)...do I still need to download them?

Ah yes, I forgot he included them in the folder. Yes, you can install them from there. Do you know if your computer is 32 bit or 64 bit?

Depends which service pack she is running ... but yes, do the 32 bit, it will tell you if it's not 32 bit. If it does, run the 64 bit installer.

That's my girl ... now after they have installed plug your phone into your PC again, and make sure the phone is set to "MTP Media Device" (NOT USB STORAGE MODE)

Then run the utility again.
