No, the mod hasn't been applied, however your sysctl.conf file is correct. Go to liberty toolbox>Liberty Mods>Build Propeties>File Editor>/data/liberty/init.d.conf>SYSTCL(should be at the bottom) set that value from 0 to 1
The press menu>save.
Reboot and try the script again then post it on here.
 
OK I thinking of trying this but before I do a couple of quick ?s, and please feel free to correct me if I am wrong with what I post.

1. If I am not using Droid Overclock then I do not need to do anything other than enter the values using Liberty Toolbox, is this correct?

2. If I am wrong regarding question #1, what other features/benefits will I see making the appropriate changes using the Root Explorer option?

I don't know what the extra additions will give you using the root explorer method. I got all of my information somewhere else. But yes, you should be able to just use the Liberty toolbox if your not running Droid Overclock and you can test to make sure it worked.
