Well, I will point out that right up until the soak test was announced, the Atrix 2 supposedly wasn't getting ICS, either.

On a related topic: Punit Soni just posted an unusually detailed response in his Google+ thread about the Atrix 2 OTA. I figure this qualifies as semi-moot at least:

1. I think I mentioned the plan for Bionic. It will be released in Q4. We have most of the work done, but an upgrade is a partnership between multiple companies, and there are processes which are outside of our control (many of them to ensure you get a stable release). This makes giving exact dates difficult if not plain impossible.​

Actually, that was in reply to my asking him to elaborate on the "special plan" for the Bionic. So the delay in ICS was apparently supposed to be some sort of "special plan".​

I am starting to wonder if mine is some what slow as my Quad score is 2457 running 247 rooted @1200hz.
Does that sound right?

The phone looks pretty smooth however.

Mr. Soni's comments don't sound like a MOTO that we heretofore believed has full control of when to soak/OTA. *worry* Does Big Red still haunt us?

Sigh.

I think it's just a canned answer describing the general OTA process, to be honest. A soak test is for Moto's benefit, to tell the truth. I think what he is referring to is such things as Verizon bringing their own employees up to speed on ICS, since they are used to supporting GB on the Bionic. Moto, for example, cannot tell Verizon that they have to hold "ICS class" on a specific date. And a release is not going to go smoothly if the support folks aren't up to speed.
