Verizon doesn't make phones, you're right. But carriers have a large say in hardware design and internals.

Probably not as much as you think. VZW wants a phone for $199 which will, in large part, determine what goes in it. With LTE coming in the matter of a few months, that plays a large factor in how many of these phones VZW will preorder. The economics might just not work for neither VZW nor HTC.
The reality is this is a very vocal minority. They have the Droid Pro coming which they obviously expect to be a big seller. Most people are not going to see a substantial difference between this phone and the Droid X or old Incredible, which meets the needs of probably 95% of the people out there (a lot of people are still perfectly happy with their D1).
With LTE coming in a few months, there are legit reasons why VZW, HTC and other mfrs aren't in a rush to push a limited run of 3G phones.
The tech is constantly evolving, in very small steps up, with new phones coming out seemingly every month. I doubt VZW is overly concerned about this relatively small group of people holding out for the "perfect" phone because that's just a constant of the business, and one that doesn't make strategic sense to worry about. These are people constantly holding out for "the best deal" and who are loyal only to the $value. They are easily replaced with similar customers from AT&T and Sprint.
I'm waiting for LTE. I never blinked over hearing "late 1H 2011" originally. Never considered even for a moment jumping to Sprint or somewhere else.
