You can restore stuff just not system data or system apps.
You can do a batch restore of your user apps and their data (Setup the launcher you like and after youve back it up with TiBu you'll be able to restore it to the new Rom keeping all your icons and settings the same) but that's about it

See what obsidian just said. You can restore your apps. Just don't restore system data. I just did this myself the other day to give myself a clean 238 experience. My battery life is better now as a result. Sometimes a clean wipe is what it needs.
