just a FYI (I don't want to make anyone mad but) that link pings to 24.28.193.9 and if I remember correctly thats a road runner ip address. Also a tracert dies after 8 hops. If you try to do a dns lookup or any other info on the ip address it all fails. For anyone that is up for it please check the ip address out to see if its real.

I repeat, there is no way in HELL this file is coming from anywhere but Google. The above proves this to be true. I don't know how you resolved it to a roadrunner IP, but the above is the correct procedure to determine who the domain is leased (owned) by; and as you can see, it's Google.
I don't say this to diminish appreciation for your concern about users devices, justicw; but merely to put the users of droidforums.net's minds at ease. The URL comes from the logfile of a successful install of the official deal, if I am not mistaken. I read that somewhere a few hours ago.
