In this and previous OTAs, Verizon has taken little steps, then made some changes, then gone with the full OTA. Given the complexity of Froyo, I wouldn't be at all surprised if this continues to happen a few more times. We won't know what the final OTA will look like until it's going out to the Droid community in vast numbers.
